Charles "Chuck" Pecker is a billionaire philanthropist and animal rights activist. When Pecker was only nine years old his parents were killed by Hector Jamieson, an insane murderous farmer who would one day become the supervillain The Reaper. Swearing vengence for the death of his beloved parents, Pecker travelled the world in an attempt to train himself. He would eventually return and become the Vigilante The Rooster.
